Enhanced punchout tooltip for external sites

Users can now view the punchout description in a tooltip when hovering over a punchout in the External Sites section on the landing page.

• The tooltip will display the text from the Override Description field in the punchout agreement (if provided).

• If the Override Description field is empty, the tooltip will show the punchout name instead.
