Understanding the Mandate

France’s e-invoicing mandate is rooted in legal order n°2021-1190, which requires VAT-liable companies to issue and report electronic invoices through a structured network. These measures aim to strengthen VAT collection, combat fraud, and improve overall economic transparency.

Starting in 2026, B2B transactions between French-established businesses must follow this new framework. By 2027, all relevant businesses will be required to comply.

Who Is Affected?

  • French VAT-registered businesses issuing B2B domestic invoices
  • Foreign entities with a permanent establishment in France
  • Buyers receiving invoices from French suppliers may also need to adapt systems to receive structured formats.
  • If your company operates in France in any capacity, these changes are likely to impact you.

Why Attend the Q&A?

Our live session with Virgile will cover:

  • What the mandate means for your AP and AR teams
  • How the PPF and PDP systems work in practice
  • Key deadlines and how to phase your readiness
